The chancellor has accused the Conservatives of hiding £21.9bn in government overspending this year, as she outlined a series of spending cuts.
Rachel Reeves also warned she may need to make “difficult decisions” on taxes in the next budget, due to be presented on October 30.
At the same time, it announced deals on civil service pay, and an agreement to settle a long-running pay dispute with junior doctors in England.
Shadow Chancellor Jeremy Hunt denounced the audit as a “brazen attempt to lay the groundwork for tax rises” later in the year.
